First one if it is unconditional and proof of payment as well will help.
It says "Congratulations! It is our pleasure to offer you admission to George Brown College. Please see program information and guidelines for
accepting and registering below. We look forward to receiving your acceptance of our offer."

I did payment recently.

This is still a conditional letter and not a Letter of Admission. You have to wait for the LOA as it will be addressed to the VAC office with a request to issue you the required student visa . If your program has a mandatory co-op part a SW-1 visa needs to be issued. So in order to avoid hassles later on wait for the LOA and then apply.

This is a preliminary offer letter you may use it at your discretion but my advice is contact the admission officer mentioned in the letter and request her to send you a confirmed letter of admission. Since your program has a 7 week externship as stated in this letter you will need a SW-1 category visa. Many in this forum have been granted a S-1 visa instead of the required SW-1 visa and had to undergo lot of hardship the reason IMO may have been the LOA had no specific request regarding the visa category.
I myself had a mandatory co-op and the LOA had a specific request to the VO to issue a visa accordingly.

He can use this letter. Even my offer letter came with the co-op letter. Also in my college's portal it is mentioned as a final offer.

Unless it's not mandatory all offer letters should come with an co-op letter.

Yes use this letter to apply as it clearly states that a work.permit too is required. Did you receive this letter along with the previous one or later?

There is a difference in the language of the two letter of admission . The first one is a offer letter that is sent to you once your admission application is approved and you are directed to pay the necessary fees and complete any pending formalities.
The second letter is sent to you confirming your admission after you have paid the fees and accompanied by a letter starting with something that says TO whom it may concern ______.

It came with my letter of acceptance that I shared with you firstly. They came together. And in e-mail they explained to me that "

Dear xxx
Congratulations on your acceptance to George Brown College for the September 2019 intake!
A PDF of your official Letter of Acceptance is attached. The Canadian Visa Office accepts electronic copies of Letters of Acceptance, so we will not be sending out a hard copy.
The OFFER EXPIRY DATE on your Letter of Acceptance is the deadline to pay your tuition fees and accept your offer."

What should I do? I cant take response from Admission Officer for a week.

Go with these letters you don't need anything else. The issue would have been clear had you shared the entire details. Don't worry go ahead but be sure to attach the second part of the letter.
