Yes use this letter to apply as it clearly states that a work.permit too is required. Did you receive this letter along with the previous one or later?

There is a difference in the language of the two letter of admission . The first one is a offer letter that is sent to you once your admission application is approved and you are directed to pay the necessary fees and complete any pending formalities.
The second letter is sent to you confirming your admission after you have paid the fees and accompanied by a letter starting with something that says TO whom it may concern ______.

That's odd because I have two letters. Once is the letter of acceptance which states I have to pay the fees and then to show this letter to CIC to get the study permit.

The second letter I've got mentions that I have a co-op as part of my program which is a mandatory program of 160 working hours minimum and is less than 50% of the study period.

From my understanding I just have to submit this offer letter/letter of acceptance to the CIC along with the co-op letter to get my co-op work permit.
