It is hard to predict what Ontario would do! The federal draw of 438 would have killed their hopes of people accepting OINP invitations released in Jan'19 and hence it makes sense that they would release similar invites again. But then, again, Ontario PNP program is quite unpredictable!Don't lose hope. There is Ontario still
I do not want to give anyone false hope, but this year's scenario is pretty much like 2017.
They did 15 draws by May end and the least score that year was 413 (twice).
Yes, they are having a high number of candidates with high scores on daily basis but there are factors like WES holidays affecting them.
As per CIC's requirement and stuff I believe they will be doing a back to back draws and try to reach another minimum score this year then 2020 will be a high game.

I highly doubt it will drop to 439 next Wednesday. Probably 445-446
Someone I know had applied for assessment, they were informed that It was closed for 6 days in December around Christmas and New Year.
Job title need not match exactly to the ones mentioned in website for your NOC.. the duties need to match more than 50%.. if company is not ready to provide reference letter, you can get it from your manager or senior and get it attested and submit along with the senior's ID card and official mail ID.. also support with offer letter , payslips etc..this has worked for many ppl..agent will not tell you these things upfront because they want to extract money from you..
I can feel your pain mate.. if you are bachelor's degree holder, go for an one year PG diploma which can earn you additional 33 points assuming you are clb 9+.. at 435, even Ontario's noi looks very bleak.. try to increase your score instead of letting fate to decide the destiny..
