We received an email of file transfer and on ECAS it shows that "We have started processing your application on 19th Feb 2019"....So I want to know does it mean that they have started my background check and how time it will take from now.

It's not BGC. It's just say that they started processing your application. Just wait for the updates. Check your email always.
