My statements and the evidence or sources behind them:

1. One's eligibility is not marked 'passed' until a second officer signs off on the analysis of the first officer and this happens either at CPC-Ottawa or one's LVO, like I've already said. R10 is a check for completeness of documents -- it is a step that is completed even prior to a review of the medicals, according to @legalfalcon.

2. Criminality and security both fall under the umbrella of what IRCC calls a background check. Eligibility is different to a background check. How can the two be conflated?!
To IRCC eligibility and background check are not interchangeable nor one and the same. I have learned this from having seen likely a hundred posts of people sharing their status updates following a call or CSE or GCMS notes as their application has progressed from month to month. I am referencing AOR January - November 2018 forums, so there are too many such examples to cite here but I invite you to read them. Indeed, it is security that is usually the last to be completed...in a lot of cases long after eligibility has been met, recommended passed or passed months prior.

My point was, it's odd that anyone has Eligibility marked as "met" so early in the process given that it's explicitly stated that eligibility takes the longest to confirm.
Where is it "explicitly stated that eligibility takes the longest to confirm"?

Background checks are a part of confirming eligibility (Unless you clear every step, you aren't eligible).
You are conflating the wider sense of the word 'eligible' (to be eligible for something) with how IRCC uses the expression 'eligibility', which is an assessment of whether a candidate meets the program requirements of the federal immigration program s/he has applied under (source: Canada.ca). 'Eligibility' is not the same as a background check, which is made up of criminality and security.

Read my posts properly. "I'm wondering if" "I was wondering out loud". I have in no way said that anything I've said IS the case.

And frankly, I have the flu atm and zero energy for arguing with someone being so petulant.

IRCC is highly unpredictable with the way they process applications. All we do is guess work and speculations. We are all here because of a common goal and frequent this forum to help deal with the anxiety. Let’s not get into unnecessary arguments.

Hey, look, I obviously don't want a tense or awkward atmosphere here so I apologize if I got preachy or pedantic with you. The anxiety is really getting to me. I want to enjoy the moment - my eligibility is 'met' - but I don't fully know what that means either, and I'm worried about the next few stages, especially security, given my extensive travel history. You can tell quite easily I'm nervy because I've literally skimmed through almost a dozen forums since January 2018 AOR out of sheer anxiety trying to make sense of IRCC and find patterns and trends. I wasn't my best self back there. I would offer to hug it out but you have the flu.

It is just additional information. There is no bad or good.
It may take more time for them to process your application, depending on the type of docs. In your case, it is good that you don't depend on others to do it faster, for example, police checks..
