Submitted passport on 23rd Oct, no news after that. They said it would take 3-4 weeks. It’s been 2 weeks now and no updates. Anyone else received it earlier?

It worked for me. Try clearing cookies and cache and try again, my browser had glitches and it worked.

You tried the webform link that's in your profile right? The one below that says 80% of the application are processed... I don't remember it asking for VO, not sure. I knew my VO from GCMS notes. Try calling IRCC and finding out.
