Hi

I am working in Saudi Arabia for the last five months. I have not received ITA but I am preparing documents to save time later date. I have following queries where I need guidance please.

1) As per IRCC guideline for express entry, it is not required to submit PCC from Saudi Arabia with the application. They will send a letter to get PCC from Saudi Arabia. My question is: Is it advisable to attach Saudi Arabia PCC with the application? Do they ask for Saudi Arabia PCC in all cases?

2) As per IRCC guideline: only legal residence in Saudi Arabia has to submit PCC. I am on a work visa and also have IQAMA. Does it mean that I have legal residence status of Saudi Arabia and will have to submit Saudi Arabia PCC in future?

After you receive the ITA call the Canadian consulate and ask them for the Riyadh Visa e-mail address. Explain to them that you are required a PCC request letter. Email the Visa Office after you get their address declaring your application number and your full name, they will return to you once the letter is ready to pick up from their gate. Stamp it from the Saudi Ministry of External Affairs then take it to the criminal record office and provide your fingerprints, you will get your PCC two days later. Expect a lead time of seven working days since the moment you e-mail them until you have your PCC ready on hand.
There are workarounds though, you can go to your own consulate and ask them for a letter of endorsement, which you will have to stamp as well copying the same process I mentioned above.
The answer to your second question is yes; you are a legal resident if you have a valid Saudi Iqama.

Can I process SA PCC using endorsement letter from Indian embassy before ITA?
 
Yes sure, this is how most Indian candidates I know get it, don't rush however because it's only valid for 6 months.
You will also have to translate the PCC to English or French before you upload it to your application. If you get the letter from the Indian embassy in a language other than Arabic you may need to translate it to Arabic before you hand it over to the criminal record office and stamp both the translation and the original letter from the ministry of foreign affairs.

Yes , you are a legal resident and you have to submit PCC . Visit Indian embassy ( VFS ) apply for Indian PCC , same time they have a form for NOC for Saudi PCC , apply for both at once . Once you receive the NOC from Indian VFS , attest it by MOFA , translate it and take the document to criminal branch office ( if you are residing in Riyadh then it's in Deira) . Once you submit that NOC from Indian embassy those people would issue you PCC in a day or two with all your details and finger prints on it and it will be partially in Arabic . Get this attested with MOFA again and translate it . This final attested , and translation you need to upload it .
