Given the fact that the draw on the 23rd had to go as far back as Jan 2nd for a 443 score tells me that there are many people with scores of 443 in the pool, and to "clear" this backlog to get to newer 443 score applicants (assuming the cut-off indeed does stay that low) will take a long time.
- the cut-off remaining at 443 implies that the top 3900 profiles on the day of the draw includes some people with 443 but not people with 442 or below
- the people with 443 who are included in the draw will be the people who've been waiting the longest

Yes, my profile with 440 was updated just after the 19 december draw hence I missed the chance. Btw i got NOI from ontario. I checked it yesteeday.
