Thank you. I was bit worried and was prepared for the application package to get returned. Mainly because,

1. We did not answer question 17.c in application form CIT0002E-S (Qubec election stuff), thinking it is only for Qubec resident;
2. My wife left Canada only for 10 days (one trip) after she became PR. However, during the last 5 years (eligibility period) she lived outside Canada thus she cheked YES in question 9c and filled CIT0177 with N/A in most of the field (even though I am not a crown servant) - For this we wrote in a cover letter and explain that we filled CIT0177 just because the application form said so
3. Also, in my wife's physical presence calculator we listed "absent" from the day of eligibility to the day when she came Canada first. In the reason column, she explained that she was not PR at that time, and was living in the some other countries (also mention her travel during the period) - In addition to the reason, she also wrote a detail explanation where she was and what she was doing during that time.

There are few threads where people think some or all of the above are wrong. Thus, we were not sure to get AOR.
Congrats! I also did #2 and #3 though I was already a PR when I was outside of Canada in the first 2 years of my eligibility period for the application. Hope to receive AOR soon! They got mine on November 16..

If your wife left only for 10 days I don't think 9c should be selected 'yes' in your case.
9c is supposed to be selected yes only to get the days outside of Canada to be counted towards your physical presence and thus need to fill CIT0177

It only applies to
1 Canadian Armed Forces
2. Federal Public Administration workers
3 Public Service of a province or territory

I agree with you, whatever you wrote makes sense and that is what CIT0177 suggests.

But it just make sense nothing more than that, thus we filled and submitted CIT0177 (this is my opinion based on what I understood and though is the best at the time of application). My reason is, during the eligibility period (5 years before the date she signed the application), she lived outside of Canada (this is the fact). Thus, she should do what Q9.c dictate her to do, i.e., to fill, sign and submit CIT 0177. Remember, no where in the form CIT0177 it is mentioned that the form should filled by only those who belongs to some specific category (my understanding is it can be filled by anyone, just the sections in the form do not apply to all the applicants). In my reasoning, the only disputable thing is what is eligibility period. Some consider eligibility period starts the date applicant came first or date 5 years prior to sign date, which ever is earliest among this two. In our case, we followed the physical presence calculator which clearly mentioned that eligibility period starts the later date. I again repeat, this is my opinion based on what I understood from the information I have had in hand, I honestly do not know what is the correct rule neither I am aware if such exist.

It's all good.

I just posted the message because I got all frazzled after reading your message and thought my file might come back (Paranoia) as I never filled in any CIT0177 form and I was abroad a lot in the last 4 years.
So the overall intention of my post for to provide clarity to someone else who reads it or I get corrected If I am missing something.

Cheers

Sorry never meant to scared you. I had the same feeling, specially there are threads when applicant complain about return-package due to not doing Qubec election stuff. So, just wanted to share my side of the story in the initial post.
Conclusion is, follow the guide and if you are confuse use your judgement and write a cover letter explaining the confusion.

Hi Guys,
just to update that unfortunately my application was returned today due to stupid mistake I had done and is costing me this agony now. I had completed my form electronically and had put my complete SIN number in the required field but the Form fields automatically cut the last three numbers and just added a plus sign after first three numbers so when I printed it it didnt print my whole number .
I know and am kicking myself for that blunder and why I hadn't checked it before sending it.
So would be re-sending it now on by this weekend by filing the fields with hand rather than electronically.
This is just to update you all and let you all know to beware if you have done the same.
It was a glitch in their form. I send my application in Aug 2018 got returned because of same issue. I re applied in Nov and got my AOR yesterday. you can fill that electronically and won't have any issue this time.
