PRTD Rejection- Options

Background: my family was granted PR in 2005 and moved back home to care for an ill parent. I applied for a PRTD when I was 19 in 2016 and was granted it based on Humanitarian and Compassionate grounds since I was removed as a minor.

My brother, who turns 18 in April, applied and was denied. We are appealing shortly.

What are the chances his appeal will be accepted? Our case is exactly the same, Why was it denied in the first place?

There have been a couple of recent cases of PRTDs being refused to minors removed from Canada. It could indicate a change in IRCC policy (and lieniency they allowed previously) and may be as a result of established ties to Canada. Difficult to say at this time.

Noticed that as well. The policy seemed unfair to both Canadians and international students. It seems to have become common knowledge in certain communities and people seem to have seeking out PR expecting to use the loophole in the future after completing a quick soft landing. I had expressed my concerns about the policy to the minister.

What are the grounds for appeal since he has been out of Canada for 13 years?
