@Bryanna do you know if there's a list of nationalities that are eligible for CAN+ processing? I'm a Turkish national with a valid B1/B2 visa (already flew to the US on it & have travelled to Canada in the past 10 years). I was a student from 2013 until 2018 and have travelled out of Canada to go back to Turkey a couple of times. I provided all the dates for those travels as well. I hold a valid PGWP now and am just looking to re-enter the country with a valid TRV.

Also since I applied from a country (South Korea) that is not my country of birth/origin do you think I'll be subject to background checks? I have been only here for about a month.
It would have been best to apply for your TRV from a country where you had more permanent sort of immigration status. Anyway. It's done. You cannot change the situation now.

As for background checks, it's anyone's guess. You'll know from the status updates

How do you know that the visa office received the Biometrics ? Because it was uploaded to CIC account ? Or they sent a confirmation ?
"we verified the information on file and are pleased to confirm that the biometrics were received by the responsible office."

It would have been best to apply for your TRV from a country where you had more permanent sort of immigration status. Anyway. It's done. You cannot change the situation now.

As for background checks, it's anyone's guess. You'll know from the status updates
If my application is refused and I'm forced to relocate to Turkey then submit a new application how do I best show my ties to Turkey? I don't have employment prospects or anything like that. My parents are here and I believe they have some real estate etc. but other than that I have nothing in Turkey. I'm really hoping that the Manila Visa Office considers the full picture and issues me a visa to go back to Canada. My work permit is valid until mid-2021, my employer is expecting me at work. I don't know how these aren't good enough reasons already. I'm also really upset that they won't consider my application for the CAN+ program because of my nationality.

You're overthinking! It's best to cross the bridge when you get to it.

I'm mentally and physically shaken about this whole thing so I might be coming off that way.

Yes, I submitted a letter from my employer specifically stating that they require me to be at work after my vacation and pay stubs (same employer) for the past 3 months. I assume these documents plus the valid PGWP helped a bit and I received the correspondence letter about biometrics and also the PPR today. I don't know if the decision is positive or not but I'm going to VAC in Seoul first thing on Monday to send my passport along with other documents to Manila VO. The general processing for sending and receiving the passport is about 2 weeks. Do you think I should ask the VO to expedite the stamping (no mention of counterfoil on my MyCIC account right now) or is it overkill at this point? I already asked them if they could expedite my application due to my legal status in Korea and previous travels to Canada and US (I assumed I was eligible for CAN+) via email and the webform. I considered buying flight tickets and sending them a confirmation of purchase so that they would send me the passport back (ideally with the counterfoil affixed) within a week or so. I could also wait for about 2 weeks then proceed based on the final decision but my employer and co-workers definitely want me back at work very soon.

Your passport will be returned soon. IRCC is pretty efficient. In the meantime, don't book your tickets yet. Enjoy your holiday/visit to Korea :)

I have seen some threads where people got their passport back without the visa or saw the field 'document is invalid' on myCIC so I guess PPR isn't always /=/ approval.

I was really shocked when I first saw it but definitely not complaining. Today I sent Manila Visa Office all the documents including a cover letter where I asked for expedited stamping (in case of a positive response) and additional documents for evidence. I referred to a project at work we need to complete by mid-February and that my presence at the office is vital to the success of the project. Not sure if it was a dumb idea but hope it works. Hopefully they'll send the passport back to me by the end of this week or so with the counterfoil. Otherwise, VAC in Seoul said the general processing takes about 2 weeks. Waiting for 2 weeks wouldn't have been an issue had I applied in Vancouver but now that I'm in this situation I guess it is. My coworkers keep asking about my whereabouts as they should since I have to be at the office to help them out with their portion of our projects. I already attached a letter from my employer in the application form but I considered sending another letter to IRCC to expedite the stamping. I feel like it would be overkill but the idea of waiting on my passport for so long is making me even more anxious.

You haven't applied for a TRV as a visitor. You're already employed and that will work in your favor.

I will take your advice and try to remain patient and calm.
