Hello,
We hired a consultant a year back and he created our EE profile. We also have application number and UCI number with us. Apart from that we do not have any details and cannot view our own EE profile as the consultant is not ready to share the user id an password with us. Also, CRS score with the consultant is 390 which we know will never be picked up.
Now we want to back out with the consultant and start a fresh by creating EE profile on our own. This time our CRS score is 441. But the problem is that while creating EE profile there is one question "Have you applied IRCC and EE earlier?" And it's also asking us the application and UCI number. So should we put "Yes" or "No"? Will it create any problem in terms of duplicate profile or something? Please advise?

Why is the consultant not giving your application number and UCI, it's your application not his. Ask him and get it.

We have the application number and UCI with us. But not the user id and password to view our profile. So we are thinking to create a new profile and start a fresh on our own. Would this be a good idea?

The profile expires after 1 year so hopefully the consultant's profile had expired or will expire soon.
It is better if you guys make a fresh profile yourself.
Not sure why consultant doesn't give password or ID for the EE profile.

I have already created a new profile but not yet submitted, need clarification on below questions asked :
a) Have you applied IRCC and EE earlier? (Should we mention Yes or No?)

Technically, our profile already exists in their system with UCI number, but not yet received ITA

I don;t think you need to mention it. However, wait for some seniors to shed more light on the same.

Call CIC and make sure that you get the correct information.

You have never received ITA, and never applied for PR. You never actually submitted an application. Creating an Express Entry profile doesn't count as such. Plus, when you create your express entry profile, you are provided with a temporary UCI which looks like "CANXXXXXXXX". Your definite UCI will be confirmed and generated once you pass R10 (Completeness Check), and your application is promoted into the GCMS system.

So the answer to that question "have you ever..." should be "No".

Yes you can create a new express entry profile and move on. Your old profile will expire after 1 year anyway.
And if you want complete peace of mind, you can even write in LOE later that you have a valid express entry profile but consultant is reluctant to cooperate. (If you think it will be valid at the time of new PR application submission, otherwise it's not needed at all).

Note: Consultant should be licensed by Immigration Consultants of Canada Regulatory Council, and if you have grounds to believe he/she is acting unethically, raise a complaint against him/her. Your Express Entry profile is yours, and yours only, and he/she should only be acting as your representative to Canada.

One last thing: after submission of application, is there an option to delete as well? Coz that's what I'm going to tell my consultant to do, post which I will submit my own fresh profile.

Do you mean after submission of EE profile? Because that's different than the canceling the PR application itself once its made.
Yes you can withdraw your profile from the pool, and if you want, you can even ask consultant to revoke GCKey altogether.

I'm just trying to understand, Can submit my fresh EE profile, even before my consultant revokes GCkey or cancels PR application?

Let's first make sure we have the same terminology. Submitting an EE profile is different from submitting a PR application. The former is to enter the pool, and the latter is when you receive ITA.

Well technically, you are only allowed to have one EE profile. But your particular case is of a consultant who refuses to cooperate by giving you your GCKey credentials to work it out by yourself.
So you can either wait for that old profile to expire (1 year after first submission), or you can directly submit a new one, and then when you get ITA you can explain why you have another profile in the pool (If you expect it to still be active at the time of PR submission). It shouldn't create any problem as long as you disclose it.

But if the profile expires before you submit PR application, you don't need to explain anything.

Just to be sure, kindly copy/paste the exact wording of the question here. I don't exactly remember the wording. I want to make sure we're talking about the same one.

Revoking GCKey has nothing to do with whether or not you answer yes or no.
Because you haven't actually applied, you'll answer "No", and should ideally remove the old EE profile or revoke the GCKey altogether. But you need to login to do either of those...
If hypothetically you answer yes and provide your old UCI, you'd still have to remove the old EE profile from the pool.
