Visa Office


There has been an obsession of finding which visa office the application is at. Many threads on this forum start with explaining how to find your visa office. Let's get to the crux of it. Finding the visa office was very relevant pre- express entry. Even after the introduction of express entry in 2015, the same practice was followed which usually was for the paper based application, but that is no longer the case. Earlier all application followed the following trajectory:

Central Intake Office - Case Processing Centre - Local Visa Office

The case processing centres (CPCs), the centralized intake office (CIO), and the Operations Support Centre (OSC) receive and process citizenship or immigration applications. All applications submitted start their journey here.

CPC in Edmonton (TRV Applications)
CPC in Mississauga (Family sponsorship)
CPC and CIO in Sydney:

The CPC in Sydney processes:

  • applications for permanent resident cards (new and renewals)
  • citizenship applications (new, renouncing, revoking and resuming)
The centralized intake office in Sydney (CIO-S) receives all applications in the following categories:

  • Federal Skilled Worker
  • Federal Skilled Trades
  • Canadian Experience Class
  • Provincial Nominee Program
  • Start-Up Visa
  • Quebec Investors or Entrepreneurs
  • Quebec Skilled Workers
  • Immigrant Investor Venture Capital Class
  • Federal Self-Employed Persons and Quebec Selected Self-Employed Persons
CPC in Ottawa: (LVO for applicants from US and Canada)
Permanent resident visa applications from the United States and Canada, after they have been received and deemed complete by CPC-M or CIO-S.

EE applications are transmitted to various secondary offices, within Canada before they are sent to the LVO, which is the Canadian Embassy or Consulate in your country of residence.

Local Visa Office - This is the office where you will be asked to submit your passport after your application has been approved. Usually the consulate in your home country.

SUGGESTION - There is no point sending emails to ask which VO your application is at, as that process is moot since the eligibility can even start at CIO. So save yourself some time and efforts and also save the human resources of IRCC and stop sending emails. Even if you know which VO your application is at, it means nothing. Most applications which are processed within weeks and get PPR, are processed at CIO, and this is a much faster way.

A few applications will see eligibility passed, and then go to not started when the application is sent to the LVO. This is because the final review is done at the LVO, and the local agent may decide to conduct additional review, or identification before the eligibility is finally set to PASSED.



Tracking your application

Unfortunately the only thing that you see is your MyCIC account. There has been a growing trend of speculation where change of status on MyCIC has been attributed to eligibility being passed, etc. The whole NA, IP IP2 is speculation and has no bearing on determining which stage your application is at. While any change of status is a good sign, but merely relying on NA and IP is not the correct way.

Most applicants will find it irrelevant, as their applications will be processed and approved within the first 3-4 months. It is those who wait for more than 4 months, where things go crazy as they keep relying on NA, IP etc, and see no movement or progress. Many other are stuck on so called IP2, and the PPR never seems to come.

So put these speculative theories to rest. As per the Immigration and Refugee Protection Act, regulations and the ministeral instructions every application goes through the following stages:

R10 (Completeness check)
Medicals
Criminality
A11.2 Eligibility (The most important stage)
Security

While most applicants will not need to go this deep, but for those who have concerns about the application or it is taking too long should see which stage they are at. ECAS (Electronic Client Application Status) -

This was the most important tool pre EE to track an application and provided much more in-depth status than what MyCIC does. However, after the IRCC moved to the Global Case Management System (AKA GCMS) applications are no longer linked to ECAS.

So there is no point going there and checking.

Letter of Explanation -
As the name suggests, the LoE is exact what it sounds like. It is not an idea for the documents and you do not have to explain each document you are submitting in your application.

The simple rules to follow for LoE -

  • Should be 1-2 pages in length. If you cannot explain it in 1-2 pages, it is probably not worth it.
  • Only use LoE to explain an issue. Eg. you could not obtain a reference letter on letterhead, could not meet PoF 6 months avg balance, seeking exemption or extension from PCC, or to explain something in your application which is not clear.
  • IRCC Agents do read LoE, but if its too long and not to the point, it loses its importance.
  • You DO NOT need an index for your documents. There are placeholders for the documents just put each document there and when it is stored on the IRCC system it is names and stored in an organized way.

it seems IRCC are having so many applicants and becsme a bit slow, i doubt december AOR will get PPR before at least next March..

IRCC does slow down during this time of the year. The priorities change and the targets are almost met. However, it will soon change.

So it is in below order

AOR – NA1 – MEP – IP1 – NA2 – IP3 – NA3 – PPR – CoPR

AOR: This is a letter you will get within 24 hours after submission of your PR application.

NA1: “Not applicable“. This will be your BG status message as soon as you submit and get AOR. Typically, this will be status till the time you get your medical passed status.

MEP: “You passed the medical exam“. This will generally happen after approx 25-30 days after your AOR. For PNP applicants it can take more time generally.

IP1: This will happen one or two days after your medical. Sometimes on the same day itself. BG status message in this stage will be “Your application is in progress. We will send you a message when we start your background check.”. CIC agents will do R10, criminality checks during this stage. Once they feel everything is good then they will change it to NA. These things will happen at CIO Office (Centralized Intake Office).

NA2: “Not applicable“. This will signify that IP1 is completed. Sometimes IP1 will take few hours and if we have not checked our account during the time it was in IP1, it won’t be possible to know that we are in NA1 or NA2. Our file will be transferred to CPC (Case Processing Center) where agents will do eligibility assessments. If they feel everything is okay, then they will provide their recommendation to Visa Officer and same time they will initiate Security Checks.

IP2: BG status message in this stage will be “We are processing your background check. we will send you a message if we need more information.“. Visa Officer starts reviewing or after reviewing all agents recommendations. On the same day, PPR request will be triggered if the applicant paid RPRF up front. These things will be done at CPC office.

NA3: “Not applicable“. This will signify that IP2 is completed. This status is not visible is many cases and direct PPR request is placed from IP2.

PPR: Passport Request. You will get an email for that and you may not get an update in your CIC account for this.

ADR: Sometimes an additional document is requested in IP1 or IP2 stage.

An email, as well as message in your CIC account, will be sent.

okay, then please share the latest one.
Like said before, these IP1/IP2...etc are outdated and don't seem to hold any bearing whatsoever in determining the stage of an application.
The terms are speculations based on what some people experience.
Some people are in so-called IP2 while their eligibility hasn't been done yet...
Some people stay in Not Applicable throughout the whole application process...
Some get PPR right after so-called IP1, without ever seeing so-called IP2...
To confuse matters even more, it seems that many applicants who have to give their biometrics move to so-called IP2 directly after AOR, and stay there the whole time.

There isn't a way to know exactly where one's application is, except for GCMS. And even then, it will only tell you where the application was 25-30 days or so before you receive them, as the notes are issued just a few days after they are requested, and received by applicant a month later...

Too many applicants bang their heads against the wall when they see the BG status not changing, and thinking it's not moving.

URGENT HELP!
Guys I got my ITA on Nov 15, 2018. After filling the application all my crs points have changed, including age, level of education, and spouse points. I am still above the cut off. I have no clue why this change is there. Please help me out here. Thank you. My birthday is far off and doesn't affect the score either
