My sister has applied for a student visa in Canada. She has got admission in one of the universities already. She has a dependent(her husband). Any idea how long it would take for her to get visa?

Is there a step by step process for student visa applicants similar to PR? If so what are they?

What are her options? She tried calling IRCC from hangouts and heard only beep sound! Should she hold for a longer time? Please help!
