What was the reason of rejection?
File got refused on nov 15 very frustating .can anyone give me a advice that should i apply again in dec for jan or not?

Plenty of people get this reason in offline just dont stress out .. prepare a new SOP covering all the aspects and state how your course is relevant to your previous study and apply as soon as you can. You surely would get a positive result this time.
Even if you reapply in last week of November it would be fine but make sure you prepare a strong SOP.
