Passed 4 weeks post approval.
As the agent said, files will be sent from Sydney to Local VOs for PPR distribution. Now what if Sydney sends all approved files to Local VOs and Local VOs start to delay again? is it possible by any chance as decision of releasing ppr depends on local VOs?
To be honest nobody can be sure about the process. All these ip1, ip2 and now ghost update are added terms made up by this forum members based on the processing trends. Now this recent development about the delays after approval is something new to all of us. We have to observe for few months and then can guess what actually is happening.
One thing is sure that, a queue system is in place. For this reason after initial checks a file stays in hibernation for 3-4 months. I know some files get approved immediately after the initial checks. This indicates a labeling system also in place and different labelled applications joins in different queues. Some queues are shorter and some queues are longer and the reason probably the responsible Visa Office and the Visa Officers.
I am sure no one is holding the PPR by purpose it is just this queue system that delaying the process. For any reason Ottawa had to transfer the files to Sydney and most probably Sydney is suffering backlogs and shortage of Officials hence the queue is quite long there. Hierarchy of the officials are like a pyramid. More you go up of the hierarchy you will find less number of officials. That means, Case analysts are less number than program assistants and Visa Officers are far less number than Case analysts. So a Visa Officer has to deal with much more files than a Case Analyst thus the queue for approval is long and "review required" is even much more longer.
