Sorry for your refusal. In your statement of purpose, did you mention that you will return to your country and establish a firm? Did you mention what your future goals are ?
My study permit for winter 2019 is rejected today
the reason given by them

Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic record, level of establishment, language abilities, or your future prospects and plans.

I submitted all my mark sheets, transcripts, strong SOP. I had completed my bachelor of civil engineering and got accepted to University of Ottawa for master of engineering civil engineering

previous reason of rejection for fall 2018
You have not provided sufficient evidence of English Language proficiency and I am not satisfied
you meet the language requirments of the Designated Educational Institution.
Based on your english test results, I am not satisfied you meet the language.

previously, i had applied for study permit with the PTE score of 72. Following my previous rejection, I took ILETS and scored 7 not less than 6.5. For the second time, I applied my study permit application with ILETS score and got a rejection as above.

Briefly, I was admitted to Universitly of Ottawa for fall 2018 and winter 2019 in Master of Engineering Civil Engineering.
Profile:
BE in Civil Engineering with 79% (college topper)
Work Experience 4.5 years (3 years in construction projects and 1.5 years as an assistant lecturer for bachelor level civil engineering)
PTE 72 and ILETS 7 (L: 7.5, R:7, W:6.5, S:6.5)

Can I still apply my study permit for JAN 2019 intake? Another thing is that University of Ottawa doesn't defer admission for next term.

This one is what I wrote in my sop regarding future plan.
Future Goals

Following the graduate school, I would like to return to Nepal, where I can utilize the knowledge and problem-solving skills gained to provide solutions to a vast array of structural engineering challenges. As Nepal is developing as well as earthquake-prone country, there are ample opportunities in the field of civil engineering. Particularly, I want to work for National Society of Earthquake Technology(NSET), an institution working for earthquake risk management, upon arrival of Nepal. I can seek an initial salary worth more than NPR 100,000 per month as a structural engineer. My ultimate goal is to establish an engineering consulting firm specializing in structural engineering to help the individuals and industries in my nation to analyze and design structures like high rise buildings, dams, and bridges in sustainable and resilient ways. As a Structural Engineer, I also want to increase the designing capabilities of the professionals in Nepal through education, use of computerized design techniques and standardization of the designs. I realize it is challenging but given the knowledge and experience I will gain while pursuing MEng in Civil Engineering specializing in structural engineering at the University of Ottawa, I am confident that I will be able to take the challenge.

Your profile is very good and according to you, you have submitted all the marksheets and everything. You should order GCMS notes but then you dont have time. I would suggest you submit the same SOP and documents and include a letter of explanation. Use the format in the below link as this is what most students use. Strongly defend against each refusal reason. Provide as much details as possible for each. You have been a topper of your college- highlight that. IELTS is very good and you meet the requirements, etc etc. Ordering GCMS/CAIPS would benefit you more but then the university wont defer so you could do this or find another university for Sept 2019.

Surely, I will apply for jan 2019 as per your suggestion and may be it would be my last attempt.

You started well, but ended with weird . Though there are a lot of earthquakes in Nepal, but you should not use that as a reason of coming back to Nepal, all you got to say is that you will return home to utilize the knowledge , and to establish a firm that will help build up your experience. You should not have mention how much you would end when you return to Nepal. You could say something like you want o be an exemplary to others and you owe it to yourself as a responsiblity and a commitment to others.

This one is what I wrote in my sop regarding future plan.

You welcome. Also, if you could get in touch with your current company to sponsor, they should add a sponsorship letter , and it should be stated that your salary will not be seized during your study. This is something that can convince them enough . The company should also make it a study leave for you. This will be more helpful . If the company add their bank statement , in addition to your own bank statement , it's okay and will be more helpful.

Thank you for your suggestion.
I will ask them to provide all theses things, but I am not sure whether they would provide.
Can you still suggest me other areas where I can improve?

You can discuss it with some other company, that will charge you and do all these for you. There some management , they will charge you, and provide you an appointment letter, payslips, study leave letter, sponsorship letter, company bank statement . They will fix your name in as you are working in the company. But I have no idea how much they will charge you for that and if only they can do that in Nepal. If the company you are working with would not do this, then seek from other companies that is willing to charge you and give you all the necessary documents. You can as well see an individual who's well established. Try to contact the workers, the manager, and the accountant of that company. Even your own company that you work with, if you have good terms with him or her, he or she can provide you the company bank statements, with a sponsorship letter with the knowledge of the company. This is easy and if they are willing to help you, it will be good.

I suggest you see a lawyer to help you. And I'm not sure it's advisable to wait till your study permit expired entirely. You should have started the process of extension before it expires . Trust as much as possible to see an immigration lawyer or any lawyer that can guide you on what to do.

As far as I know, you have 90 days to apply for restoration. You have to do both study permit as well as restoration now. Lot of students face this issue so I have set a reminder for my visa expiry. Better take a lawyer's help. My frnds consulted few. try emailing, kavita@duttalaw.com. Its a law firm so discuss your issues and see what happens.
