study permit rejected twice

My study permit for winter 2019 is rejected today
the reason given by them

Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic record, level of establishment, language abilities, or your future prospects and plans.

I submitted all my mark sheets, transcripts, strong SOP. I had completed my bachelor of civil engineering and got accepted to University of Ottawa for master of engineering civil engineering

you meet the language requirments of the Designated Educational Institution.
Based on your english test results, I am not satisfied you meet the language.

previously, i had applied for study permit with the PTE score of 72. Following my previous rejection, I took ILETS and scored 7 not less than 6.5. For the second time, I applied my study permit application with ILETS score and got a rejection as above.

Briefly, I was admitted to Universitly of Ottawa for fall 2018 and winter 2019 in Master of Engineering Civil Engineering.
Profile:
BE in Civil Engineering with 79% (college topper)
Work Experience 4.5 years (3 years in construction projects and 1.5 years as an assistant lecturer for bachelor level civil engineering)
PTE 72 and ILETS 7 (L: 7.5, R:7, W:6.5, S:6.5)

Can I still apply my study permit for JAN 2019 intake? Another thing is that University of Ottawa doesn't defer admission for next term.

I am thinking of applying online now with same documents with slight change in sop.Otherwise, I may need to wait till September 2019.

May I suggest you give your IELTS again. Prepare properly. It's very yo get 7.5 or 8 in IELTS. Prepare well . Refer Liz IELTS or Ryan IELTS YouTube channels and see how you can improve the score. An engineer should ideally have 8 overall

Listeningscore 9 is achievable too or try for 8.5 practice it well

He has fulfilled the ielts requirement
As he have 7 NLT 6.5 banda

Unless you wrote something weird in SOP no obvious reason for rejection, caips notes are your only hope.

Actually my agent didnt attached SOP with my application which applied offline non sds category and i got refusal. The reason was other reason. So now she convincing me to apply online again without SOP and without caips notes .so what should i do ?

I got refusal on 8th nov for jan intake and now again she is convincing me to reapply within 2/3 days

Your profile is very good and according to you, you have submitted all the marksheets and everything. You should order GCMS notes but then you dont have time. I would suggest you submit the same SOP and documents and include a letter of explanation. Use the format in the below link as this is what most students use. Strongly defend against each refusal reason. Provide as much details as possible for each. You have been a topper of your college- highlight that. IELTS is very good and you meet the requirements, etc etc. Ordering GCMS/CAIPS would benefit you more but then the university wont defer so you could do this or find another university for Sept 2019.
