My friend already got the certificate for me, and it only took 4 business days.
For those applicants living overseas and not currently registered at the municipal authority, the authorization form is not necessary if you simply want the certificate to be mailed to an address other than yours, e.g. your friend's address in the Netherlands (the authorization form is only needed if you have someone to present on you behalf and file the application, the representative told me on the phone. But I don't know why they didn't clarify this on the website).
But please notice that the address in 1.1 should be the address that you want the certificate to be delivered to, not your current address. Otherwise, they will send the certificate to your add in 1.1, even if you attached an authorization form.
Normally after you emailed all the documents, you will not receive any reply by email. Instead, you may receive a call from them, telling you about your reference number (again, from the representative on the phone). I didn't receive any call as the certificate arrived so quickly, but I did call them to make sure my re-sent email was received and no additional document is needed.
Finally, if you want to call them, please dial the first phone number on their contact website: +31 (0) 88 - 998 22 00, and press 1, then 4, wait patiently for several minutes, and then the staff would talk to you. All of them can speak English.
PS. For those Chinese applicants, please don't use the QQ email, incl. foxmail. The Justis' server doesn't accept it! And you will never know about it until you call them. Try hotmail instead if you find it inconvenient to use gmail.
