Has anyone from a visa exempt country traveled to Canada prior to COPR but with an approved PR application?

Any issues/challenges with such travel ? Appreciate some insights

Not sure if I understand the question. Until you actually "land" as a Permanent Resident, you are still just a "Foreign National", subject to the same conditions of travel & entry as any other. You may have an automatically issued eTA as part of the COPR issue, but that's all.

Question is whether an individual from a visa exempt country can travel to Canada using a previously issued and valid eTA despite having a PR application approved but not in possession of the COPR. Meaning, will he/she be allowed to board the plane or will the Canadian customs officer question as to why the individual isn't producing their COPR documents upon arrival?

The COPR documents are yet to be issued but a trip to Canada is already planned and the individual may not receive the COPR documents in time prior to the planned travel

Yes, if that eTA is still valid, you are good to go. Even if you had the COPR, you are not required to use it at any specific entry. You can continue to operate as a foreign national as long as you wish.
 
PR application does not matter in this regard. In fact, it is not fully 'appoved' until COPR is issued.

And, the application is not completed/closed until you have actually landed.
