Work Permit Timelines for May Applicants from India

Hi ,
i am married and came in canada on student visa. Applied SOWP in may 2018. got refusal letter in oct 1st week following reasons
1. forgot to mention US visa REFUSAL.
2. could not satisfy that i will leave Canada at the end of my stay.
letter shows i can reapply again if i can respond to these concerns. and can demonstrate that your situation meets the requirements.
PLEASE Help me for these questions
(1) how can i give best respond to the above refusal letter?
(2) should i apply again same visa?
(3) there is any other visa available which can help my husband to join me.? please help me thanks.! i will be appreciate for any answer

PCC was submitted together with my applicaiton.
still waiting for medical anyone here has the same issue?
current processing time here in Qatar was 9weeks. when my application was submitted was 7 weeks
should i observe in 7 weeks or the current updated one in CIC?
