I can give you my opinion, with the caveat that I am less familiar with PNP streams, so hopefully someone who knows more will also step in.Hi everyone,
I have submitted an online application for Canadian Permanent Residency through Express Entry profile in Provincial Nominee Program stream on April 2018.
Currently, I am on Open work Permit and work in Canada. My current work permit is valid up to January 2019. I wish to apply for a bridging open work permit to cover the probable gap that might arise between January up to the final decision on my PR application in case my PR application is decided after January.
I have my BC provincial nomination letter which does not have employment restriction ??? and my PR acknowledgment of receipt letter (AOR) as support document for my bridging open work permit application.
Do you think If I need BC PNP work permit support letter as well for bridge open work permit application? I think I don't need it since according to BC PNP this letter is for a closed work permit and cannot be used for OWP. --- THIS HERE IS AN EMPLOYMENT RESTRICTION!
And you haven't indicated which EEBC program you applied through, so it is not clear if you are expected to stay with the same employer. Your statements above RE no restriction vs closed permit contradict each other.
When you apply through a PNP stream, you are saying you are going to live and work there. So now IRCC puts location restrictions on BOWPs issued to those under PNP streams. If you were sponsored by an employer, you are expected to work for that employer. These are both employment restrictions. It appears that the letter you have is intended for you to be able to apply for an LMIA-exempt closed work permit.

"For certain employer-driven streams in the PNC, the nominating province or territory may impose employment restrictions on a successful nominee until the person becomes a permanent resident. If employment restrictions are imposed, Immigration, Refugees and Citizenship Canada (IRCC) will not issue an open work permit to the foreign national under the bridging open work permit (BOWP) Labour Market Impact Assessment (LMIA) exemption."
So, if you apply for a BOWP, I don't think it matters whether you include the letter - IRCC will already know whether there are restrictions and whether you are eligible. So if you want to stress for the next couple of months, by all means, apply for the BOWP, and let us know how it goes. Otherwise, apply to extend using your letter and LMIA-exempt status.
