As Sep 19 draw had cut-off of 441 with tie-break on Sep 6. So can safely assume that almost all 441s were cleared except maybe 15-20. Now as per the pool distribution provided as on Sep 27, number above 440 was 253+1296+673 = 2222. So rate of entry above 440 was 2222/8 = 278, which is quite high but not unheard of.
At the same rate, number above 440 today should have been 278*14 = 3890. So with draw size of 3900, cut-off should have been 440 or maximum 441 which everyone also expected.
So, what the hell happened between Sep 27 and today? Anyone has any clue? :confused::confused::confused:
Most probably TEF effect I think :confused:

I suspect that some PNPs may have gotten approved. It may have been Ontario.

I read this here:

On September 27, Saskatchewan invited 225 Express Entry candidates to apply under the International Skilled Worker Express Entry sub-category of the Saskatchewan Immigrant Nominee Program (SINP), with a further 213 skilled workers invited under the Occupations In-Demand sub-category. The points cut-off threshold dipped for both sub-categories.
On September 26, British Columbia invited 28 workers and graduates, including Express Entry candidates, to apply for provincial nomination under the BC PNP in the latest tech pilot draw.
On September 20 & 27, Ontario invited 85 and 44 Express Entry candidates, respectively, to apply under the French-Speaking Skilled Worker stream of the Ontario Immigrant Nominee Program (OINP).
Could this be the reason the cut-off is high? A bunch of people got +600 points, so they jumped ahead.

I don't think its PNP effect as per below chart ....PNPs will go above 600+ but here mostly below 600+

These are all NOI or provincial ITA. These guys will get the 600 points only once the final nomination is given by the respective provinces, if I understand correctly.
