so I am wondering, what is the safe time to go on a vacation?
I am thinking about going somewhere at least for 3weeks or more.
1) ITA Received
2) medical passed
3) PPR
4) CoPR

Any time is safe. Life goes on. Unless you're expecting PPR during that period, you have nothing to worry about

Whenever you want but be careful after COPR because you can only land once. Once landed, if you travel out of the country, you will be required to apply for a travel document upon your return if coming back by air. Best bet will be to travel anytime before PPR or after COPR.

I have heard that I shall be still working during After ITA. Is this true?

I don't think there is such a requirement mentioned anywhere. Once you have received an ITA, all the documents you provide must cover the period before and until that date. So, if for example you claim points for a 3-year working experience, these 3 years must have been completed before (or at least) the date of ITA.
The only exception to the above is about PoF (if this applies to you). You need to be able to prove you have the required funds until the time you land.
