WES Document Rejected Twice

I have done Bsc IT from Mumbai University and so have my (10+2+3) documents ready. However when I sent degree documents to WES for verification, first time they were rejected rightly as due to miscommunication with my agency I had not taken university seal and degree certificate stamping.
Second time I took my marksheets verified from Mum Univ along with the degree certificate and with sealed envelope and yet the documents were rejected citing same reason (degree certificate was accepted but marksheets rejected). The reason is

Document was not received in accordance with WES stated document requirements. - Mark sheets for years 1 and 2 of your study program (semesters 1-4) may be issued and attested by the college you attended. Mark sheets representing year 3 must be issued and attested by the University of Mumbai.

And I am 100% sure that I have sent all the correct documents as received from Mum University. What is your opinion and also please guide me what should I do?

All transcripts must be sent directly from the university/college to WES.

Yes you are correct. But they also allow sealed envelop sent by an individual. My degree cert. was accepted but mark sheets only were rejected.

Ask Uni of Mumbai/Mumbai Uni to put your verified transcripts in an envelope (preferably with the University's name on in) and put a seal on the edges and tape it. If possible, ask them to address that envelope to WES.

Now take that envelope and put it in another envelope. Proceed to courier to WES.

I am also from Mumbai University. I have done Bachelors. 10+3 diploma+3 degree

For Mumbai University >> They will give you sealed envelope from Kalina (Mahatma Phule Bhavan).
Note >> They will only take mark-sheets and degree certificate which is issued by MU.

For mark-sheets issued by college >> Get it attested and sealed from college.

Once you have both above envelopes then put it in one big envelope and write a simple LOE (Letter of Explanation). In this letter explain them why you are sending two envelopes. (ie- as MU does not attest mark-sheeets issued by college)

Send this package to them. For safer side I had also sent SSC marksheet in sealed envelope from Maharashtra State Board. (you can also sent SSC and HSC mark-sheets)

Just make sure that each sealed envelope is having WES REF number. I followed above method and it worked perfectly.

Just my interpretation -

I think what they want is FY and SY marksheets are issued by the college so college should attest them / college should issue transcripts for them and not the University
TY marksheet and degree are issued by the University so only University should attest them, college can't.

This is just my interpretation I may be wrong.

What I am doing is I have got FY SY TY marksheets plus degree certificate plus college issued transcript attested by Mumbai University but along with it I am also sending one sealed envelope of college issued transcript for FY n SY in case they reject the marksheets for FY and SY attested by the University.

I hope this makes some sense to them. Rest we will only know when they reply / evaluate my application.

MU does attest marksheets issued by the college. I have got it done. And along with me there were at least 20 other people in the queue applying for WES ECA who got it done too.

Did your issue get resolved? also everytime WES rejects, do you need to reapply or pay fees again?

No you dont need to pay fees again, just submit the documents again. I have submitted documents again, waiting for WES to accept

How long after receiving the docs does wes reject the doc? I have similar issue but it is still showing as received and reviewing online

I'm a Canadian PR aspirant. I submitted my duly attested and sealed transcripts to WES. I've completed my 4 year full time engineering from PTU and then a full time 2 years MBA from Symbiosis.
My documents were received 20 days ago and I received a reponres from WES today as below:


World Education Services (WES) has reviewed your application. We are writing to inform you that WES does not evaluate credentials from Punjab Technical University. Since completing this level of study was necessary to enter the master's program at Symbiosis, we also cannot evaluate your master of business administration.


Now, all my friends have completed their engineering from PTU and are sitting in Canada post their eca evaluation by WES.
Please help me understand what went wrong here and suggest on the next steps.

Difficult to say what went wrong without knowing details from WES. Have you tried contacting them? Contact them and tell you have friends from the same university who had evaluation done from them. Contact them on email, phone, twitter and facebook.

I have also done my B.Tech from PTU and have sent documents to WES and awaiting their revert.

I am getting anxious as my Canadian Dream will be shattered the moment they stop reviewing degrees from PTU
