I know someone who would like to visit her relative in Canada because her sister have been diagnosed with terminal disease - late stage lung cancer. She has been given 3 - 4 months to live and would really love to have her sister by her side at the final moment, as she doesn't have any other relatives in Canada. Below are some facts in regards to the applicant:
1. The applicant is currently living in Australia on visitor's visa visiting her son and daughter in law, she's been to Australia multiple times and complied with all visa conditions. Due to urgent nature of the matter, she would like to apply for Canadian visitor visa asap from Australia
2. The applicant hold People's Republic of China passport
3. The applicant does not have a job but she does have a decent amount in savings (USD $ 100K+) which she can provide an electronic bank statement. She can not supply proof of house / car as she did not bring those documents with her to Australia
4. The applicant's sister is going to issue an invitation letter detailing the circumstance she is in, she will also attach the medical diagnose as supporting evidence
5. The applicant will also write a letter of explanation to explain the rationale of the trip and provide reason on why certain documentations could not be supplied
From what I have read so far, Canadian visa is fairly strict and the applicant is nervous about the application outcome. Given the circumstance, is it possible for the Visitor's visa to be granted on compassion ground? If not, Is there a special kind of visa for people who wish to visit a dying relative?
