There is no such visa. It's a scam.

If you have the funds, you can send your child to Canada to study on a study permit. However you cannot come with your child and you certainly cannot work in Canada. If you want to send your child to Canada to study, you must find a guardian who is already a resident of Canada who will take care of your child while they study in Canada. It will cost around $15K per year in tuition to have your child study in Canada. You will have to show that you have these funds available to pay for the schooling plus an additional $10K to cover living expenses.
