By not responding, you are risking the VO banning you for misrepresentation as well. That's a 5 year ban. You really should address the issue or your chances of another visa are slim to non-existent.

Noted. Another challenge is I have less 9 days to be in Canada for classes. I feel I quite off schedule. The program applied for runs September to september that is intake is yearly based.

I honestly can't make it in time considering I have to also get off work and do travelling arrangements.

How can I put this out to the VO in a polite way ... To just refuse visa so that I get fee refund and apply to a different institution with a spring intake?

This is the wrong approach. You need to address the concerns in the fairness letter and prove the bank statement is real.

IRCC is basically providing you with the opportunity to address this issue before they refuse your application and then most likely also make a finding of misrepresentation. If they make a misrepresentation finding - you'll be banned from Canada for 5 years.

Again, you need to address the concerns raised in the fairness letter and prove the bank statement isn't fake. This should be your priority if you want to study in Canada at some point in the future.

Only if you can prove that the documents are genuine then VO will decided either to approve or refuse. If your explanation and the documentation to prove that the bank statement is not fraudulent does not satisfy the VO, they can refuse and issue a 5 years banned from entry into Canada for misrepresentation.

Well Noted. Meanwhile I can notify the school of the delay. Had written to them two weeks ago on the same . I think I can do a second mail on the same since I'm required to submit study permit latest one week before classes commence. Which is due.
