Hello ,i have applied for a study visa and i received a procedurial fairness letter that sated :

Please clearly state in what
ways completing another college diploma in your field of studies will assist your career prospects in your
country of residence.

in my homecountry i had followed a 6 month basic course about computer networking in a college and i have a certificate not a real diploma.

can anyone give me some advices?

Well that's a first to see why CIC will issue a Procedural Fairness letter based on why your education studies in Canada will assist your future careers.

Usually a Procedural Fairness letter is issued to applicants who are caught lying on their applications and CIC needs to see proof of such information stated in applications.

Can you post the whole letter?

I received a Procedural Fairness letter on Bank statement.

Given 7 days to respond to the matter.

What's confusing me is they saying I respond but on the documents section they saying REPLACEMENT NEEDED

Whats the way forward

I have reviewed your application and documents you submitted in its support. Subsection 11(1) of the Immigration and Refugee Protection Act provides that a foreign national must, before entering Canada, apply to an officer for a visa or any other document required by the Regulations. The visa or document shall be issued if, following an examination, the officer is satisfied that the foreign national is not inadmissible and meets the requirements of this Act.


I have reasonable grounds to believe that you have not fulfilled the requirement put upon you by section 16(1) of the Immigration and Refugee Protection Act, which states:


16(1) a person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.


Specifically, the bank statement you submitted from XXXXXXXX has been found to be fraudulent.


Please note that if it is found that you have engaged in misrepresentation in submitting your application for a temporary resident visa, you may be found to be inadmissible under section 40(1)(a) of the Immigration and Refugee Protection Act. A finding of such inadmissibility would render you inadmissible to Canada for a period of five years according to section 40(2)(a):


40(1) A permanent resident or a foreign national is inadmissible for misrepresentation


(a) for directly or indirectly misrepresenting or withholding material facts relating to a relevant matter that induces or could induce an error in the administration of this Act


40(2) The following provisions govern subsection (1):


(a) the permanent resident or the foreign national continues to be inadmissible for misrepresentation for a period of five years following, in the c of a determination outside Canada, a final determination of inadmissibility under subsection (1) or, in the case of determination in Canada, the date the removal order is enforced.


I would like to give you an opportunity to respond to this information. I will afford you 7 days from the receipt of this letter to make any representations in this regard. If you do not respond to this request within the time outlined above, your application will be refused.

So they feel your bank statement is fake. You will need to supply a new one and address their concerns on the one you originally submitted.

Well the bank statements you submitted was fakes or the bank couldn't verify it. You must go to the bank and get the bank statements again preferably with the bank stamps and including a letter from them stating that the statement is genuine with contact number in case the VO needs to call to confirm.

As already explained, you need to provide a new bank statement (replacement) that proves your bank balance and statement are genuine.

No - that won't help. You need to prove that the bank statement you already submitted is genuine.

You cannot replace the bank statement with a different bank statement. It must be exactly the same as the one you submitted but you must include bank confirmation letter to prove that this statement is not a fake.

No - that won't help. You need to prove that the bank statement you already submitted is genuine.
Noted. Another challenge is I have less 9 days to be in Canada for classes. I feel I quite off schedule. The program applied for runs September to september that is intake is yearly based.

I honestly can't make it in time considering I have to also get off work and do travelling arrangements.

How can I put this out to the VO in a polite way ... To just refuse visa so that I get fee refund and apply to a different institution with a spring intake?
