Hi,

I am an International student enrolled in Post graduate studies for winter intake 2018. I have completed the winter semester but due to my medical condition i had to drop the summer semester. When i came back to resume my studies, college authorities said that my program semester is not available in fall so i have to drop fall semester and apply for winter semester 2019. So can how do i explain this to immigration for extending my study permit as it expires in fall? Please help me on this
 
Don't think you need to explain for study permit extension, you just need a current LOA or registration letter from your school. Unless your school informed IRCC that you are no longer studying then there might be an issue I guess.

This might be an issue for you if you want to get PGWP later on though, there only thing you can do is keep all the evidence of your illness safe until the time comes and hope the immigration officer is understanding.

Also, some schools are quick to notify IRCC when a student go on an unscheduled break so find out from the school if they report such case of yours already so you have heads up on what next to do

Can I work part time during this break? Because my student advisor told me I cannot work at all as i took two semester s off.

If you are not on a scheduled break. You cannot work.

The moniker still have a valid study permit and still enrolled in a DLI so he can work, the moniker will only not qualify for PGWP due to the taken unscheduled break

It doesn't matter if OP has a valid study permit and is still enrolled. OP is on an unsheduled break and therefore is NOT allowed to work. They can start working once they resume their studies in January.
