NOC 2147-- Does professional license required for EE?

I have 3 years of experience in my country under 2147 NOC as telecom engineer. But i dont have license either from the home country or from canada. My question is that license is mandatory to claim express entry points for 3 years?

Employment requirements

Computer engineers require a bachelor's degree in computer engineering, electrical or electronics engineering, engineering physics or computer science.
A master's or doctoral degree in a related engineering discipline may be required.
Licensing by a provincial or territorial association of professional engineers is required to approve engineering drawings and reports and to practise as a Professional Engineer (P.Eng.).
Engineers are eligible for registration following graduation from an accredited educational program, three or four years of supervised work experience in engineering and passing a professional practice examination.

or else i can use NOC 2281 but my duties are more closer to NOC 2147

please elaborate further.
Lets say you've been working in construction as a labor and went on to become a foreman to a super to a Construction manager and this has happened over the course of 25 years. Your experience is still valid as far as the visa officer is concerned for NOC 0711 - Construction manager and even though the NOC actually calls out for a civil engineering degree among other things under it's requirements it wasn't needed in this hypothetical applicant's case owing to his/her accumulated experience.
So as you can see from the above example, NOC requirements didn't mean jack. So yes ignore NOC requirements as long as your experience letter offers proof of those duties performed.

Thanks for your feedback, so what I understand now ,please correct me if I'm wrong , is I can apply to express entry under NOC 2147 which is closely related to my experience without applying to be (P. eng) .
