Dual intent itself doesn't automatically lead to a rejection.The result will be your study permit rejected and PR application will still going on.

But apply for study permit at the same time as PR is the different story. I guess the confuse part is here. As you are applying for the PR you are telling CIC that you don't want to go back. But then when CIC processing your study permit, they want you to prove that you are going to go back, which is contradict. The result will be your study permit rejected and PR application will still going on.
