i have been struggling ,trying to replace my travel document issued by Canada,i understand about prtd but not sure where to apply for Canadian travel document,nothing on CIC page about applying of travel document while outside of Canada .if anyone knows anything please share with me.

you will have to apply in the Canadian embassy or http://www.vfsglobal.ca/ or depending on where you live
Have you tried to contact the local embassy or consulate as has been previously suggested? Replacing a stolen RTD out of Canada is not a common question so you will probably not find the answer on the internet.
