The reason I asked this was because I just heard that the kid has to go back to his/her home country to apply for a study permit.

P.S - The kid is 22 years old.
You stated in your previous posts that the child was a dependent under the age of 21. You don't do yourself any favours providing incorrect information.

A 22 year old is not a dependent child. They do not qualify for any status based on you and do not qualify to change their status to student in Canada. They can apply online or to a VO in the US for a study permit. The chances of approval are less when the person is already in Canada.

It doesn't matter how old he was in the first application. Age is only locked in while an app is ongoing. It is not locked in for subsequent applications.
