I agree with you they may not know and pot is negligible.

Why would they need intelligence? How can they sort candidates that once showed support to ISIS and never committed a crime, and therefore have no police records? Intelligence. And after, yeah, watching Snowden (watch it, because it is a good one), seeing the extent of that, I can only imagine the system can be used for immigration. And it may pick any sort of contact with criminals.
Plus, checking someone has no records could take 2 weeks, that is how much it took for me. There is the work experience, education, and travels portion of the background, but we still have to see why it takes 6 months or even longer, considering all the factors such as tech savvyness and diplomacy to see to what extent drugs affect the time.
We both agree pot may be minimal, so we can move on to other factors. Anything else you identify I may have exaggerated?
