I agree with you they may not know and pot is negligible.

But according to this:
https://www.quora.com/Why-is-CIC-so-slow-and-what-are-their-employees-doing-all-day
CSIS is part of the background.

Why would they need intelligence? How can they sort candidates that once showed support to ISIS and never committed a crime, and therefore have no police records? Intelligence. And after, yeah, watching Snowden (watch it, because it is a good one), seeing the extent of that, I can only imagine the system can be used for immigration. And it may pick any sort of contact with criminals.

Plus, checking someone has no records could take 2 weeks, that is how much it took for me. There is the work experience, education, and travels portion of the background, but we still have to see why it takes 6 months or even longer, considering all the factors such as tech savvyness and diplomacy to see to what extent drugs affect the time.

We both agree pot may be minimal, so we can move on to other factors. Anything else you identify I may have exaggerated?

Did you apply?

PS.: CSIS is the CIA equivalent, the database exists, but the number of people and resources available, clearance levels and bureaucracy is what makes it longer than 2 weeks. Check the article in Quora, linked above.

some parts of your essay are just weird...what do booze and pot have to do with immigration? also, it clearly says/asks whether one has been convicted. being stopped by the police is not a crime dude. its a nice article, but you seem to go too far, don't you agree on this?
thank you, I agree.
I think we should stick to the facts and withhold our personal opinions about other people's recreational choices.

if that involvement ended in criminal conviction, it will show up on the police clearance certificate.
Then that would only need past lived countries police certificates, local police, RCMP and fingerprints.

The fact that CSIS is part of the process indicates it is not that superficial.

We don't know what are their methods, but it is certainly not done by seeing what boxes the candidate checked.

CSIS doesn't care whether you bought pot from somebody. they don't do that check, it's the criminality check phase, which is done through RCMP by CIC. CSIS checks applicant's risk to the national security, it's more serious threats such as organized crime, military background, terrorism, that kind of thing.

ANSWER THE FOLLOWING QUESTIONS BEFORE YOU PROCEED:

Application related factors:
- Is your application package organized and complete?
- Did you send proof of everything, with translations, all in good copies?
- Are you being completely honest with CIC?
- Do you really plan to live in the province that nominated you?

Every applicant should know this is the best you can do to speed up your processing time:
http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=021&top=4

For inland applicants (STEP-BY STEP AND EXPECTED PROCESSING TIMES):
If you said yes to all:
- your receipt letter (acknowledgment of receipt - AOR) will take about 2 months to come after the package arrived at the processing office (use the tracking code).
- Your medicals request (MR) will take about 9 months after the AOR.
- It takes about 1 month to update your profile after MR is received.
- *Background check* - After medicals are passed, it takes about 6 months to process your background.
- Final review - It may take about 1 month and passport request and return 1.5-2 months.

*This is the express entry processing time. EE takes ~6 months. The same time should be taken to process paper-based, but I believe they have more people working on EE.

Total average processing time:
2+9+1+6: 16 months
+ passport request and return take ~1.5 months = 17.5 months to get your PR.

This is the normal time. Don't freak out. If you got ADR, add ~2 months for each ADR (read below).

The background check is the bulk of the processing time and it includes your whole life. Let's talk about it next.
What about people like me from December 2016. 19 months already passed. Medical passed in January 2018. Criminalty and eligibility passed September 2017. According to GCMS notes and local MP Inquiry. No additional documents required.

We all agree that recreational pot use is meh. But not drug abuse, or deeper involvement, so pot may trigger that investigation.

As in the link in the previous the post, there was, 1-the mention of travels to drug countries, and 2- an example of how an application was delayed because of indirect relationship caught by CSIS: the firm the person worked in was involved in tax fraud. Similarly, visiting shady nightclubs, or exchanging phone messages with a dealer, and the the dealer is linked to a crime kingpin may complicate your life, indirectly.

Besides, if you done the MR, it seems super simple, but watch that they check for the signs of awareness, mental capability and drug abuse. Pic below. And pot may also lead to drug abuse. Everything is related.

The better citizen you are, the less concerns you have with your application.

Did you live in more than 1 country for more than 6 or travelled a lot? How many dependents?

19 months is still okay. So far, your aplapplicatis not considered to be taking too long. You may be getting it soon. The remedial may have delayed your application a bit.

Your MR took longer... It could be their mistake.

If all those 7 years in Canada were legal, tax assessments and information on earnings match, and provided there was no mistake, what seems to be the case, your application seems super simple, so considering the 4 months delay on MR based on the 9 month average, and that jan-feb 2017 applicants, including from India, are getting their PR now...You should be getting yours in 2-3 months. Maybe sooner.

Hold just a little bit more. Then it is all over. Hang in tight!
