You need birth certificate for dependent children to show that they are really your children (proof of relationship). Principal applicant and dependent spouse don't need birth certificate.

It's simply not needed. Have you received ITA? After you fill out the PR application, you will see a document checklist. Only dependent children should have birth certificate listed in there.
You just need your date of birth not birth certificate to create an EE profile.
Birth certificate will only be needed in very specific cases (for example when you are claiming points for siblings in Canada, then you will be showing your direct relation to them by their and your birth certificate).
