PNP 600 points to boost EE(CEC)

Hi guys,

I have a question here, can someone please help me?

My CRS is only scoring 300+ so I definitely need PNP to boost my points. I am working in Winnipeg, so MPNP it is. My EOI is 700+ so hopefully I get selected in a short period.

My question is about the timing, BEFORE or AFTER: Do I must qualify EE and open the EE profile BEFORE I obtained provincial nomination certificate to get the 600 points?
or I can still get the 600 points if I get the nomination first and then apply for EE after?

I am in a awkward situation here that when I am qualify to submit EOI for PNP, I am still 3 month away to be qualified for EE, and the 600 points from PNP to boost EE is extremely important for me, I don't know if it matters which one comes first.

does MPNP need a valid express entry profile like Ontario? then you need to create EE profile first.
