i have completed my bachelor in India. I want to get point for that when i will apply for PR in Canada. I planned for winter 2019 intake for higher education. So it is advisable to issue ECA for IRCC even before come to Canada or after coming to Canada is advisable..?

ECA is only valid for 2 years.
dont take it yet. take it only when you ar confident u got enough points for PR.
As i read it is valid for 5 years from the date they issued

And if i will issue it latter whlie in canada
For ECA i need to send my documents in sealed envelope which is quite difficulty for me to do that while in canada and universities of india generally do not co-operate for that...
