Thanks a lot for providing the format, I'm going to suggest the same to my previous company HRSami, get this on 1 single letter... you letter should tell a story about you(don’t mean it literally)...
Para 1 - It should show your particulars, number of hours working per week, salary, benefits(if any), permanent role etc
Para 2 - Job 1 designation, start date and end date followed by job responsibilities for this role
Para 3 - Job 2 designation, start date and end date followed by job responsibilities for this role
Signed and or stamped by a responsible person or the HR in your org
It should be on your company letter head which should provide all relevant contact details and web links

NOC 0213 is a natural career progression from NOC 2171 and as such not different jobs, but i can clearly show the distinction based on when I got promoted to a managerial role (after 6 years of working), so it makes good sense!
Couple of more questions:
i) For Job responsibilities, is it a good idea to provide to HR the duty list under the relevant NOCs available and request them to provide in those lines?
ii) For a long stint as mine, the salary obviously would have changed significantly from joining time to leaving time. Is it ok to provide the last drawn annual salary or do we need to provide for earlier years as well.

That is incorrect. Try adding 3 rows and enter the values with the same ECA number. WES will never provide you "two or more certificate degree diploma" in the summary. The system calculates that for you based on your entries. There is a separate page explaining how to read your ECA.If I add three different rows it gives points more than becholar which might be wrong as eca summary says becholar and this ECA can only be used to claim points for becholar
