query on CRS and ineligibility

Hi

Where do we actually check for our CRS score?
My friend submitted his application and it shows "ineligible"
His IELTS Scores
R-6.5 W-8 L-7 S-7
He has over 10 years of work experice.
His Spouse also gave IELTS and the scores are
R-7 W-6 L-7 S-7

why the application still shows ineligible?

IELTS score is not the rejection reason. You need minimum of 6 in each section to be eligible, higher bands give you better CRS. Please check the eligibility through the below link, you need to score at least 67 points out of 100 in that six factor grid to be eligible. Also, you need to show required proof of fund depending on number of family members planning to immigrate and minimum 1 year continuous work experience in your primary NOC code.
