Hello, I am trying to help my friend get his drivers license in Manitoba. He moved here when he was 3 and is a permanent resident. He lived with his grandma but he recently moved out and was refusing to give him his documents until recently she gave him his SIN as well as his proof of landing but she has told him that he cannot get his permanent resident card from her right now because it is getting renewed. (Is there anyway to tell it actually is?)

He was planing on using his Manitoba Health Card, Gurantor paper, and Record of Landing but an insurance dealer told us that since it is so old it is expired. I have heard from others you actually need that paper for certain pensions. Is there anything I can do to get his permanent residence card or his license?
