Having problems getting license in Manitoba.

Hello, I am trying to help my friend get his drivers license in Manitoba. He moved here when he was 3 and is a permanent resident. He lived with his grandma but he recently moved out and was refusing to give him his documents until recently she gave him his SIN as well as his proof of landing but she has told him that he cannot get his permanent resident card from her right now because it is getting renewed. (Is there anyway to tell it actually is?)

Here is the Manitoba requirements for a license.


He was planing on using his Manitoba Health Card, Gurantor paper, and Record of Landing but an insurance dealer told us that since it is so old it is expired. I have heard from others you actually need that paper for certain pensions. Is there anything I can do to get his permanent residence card or his license?

Tell him to man up and get his Grandma to hand out whatever is his property, PR card and all other related immigration items. Then he should move out for good, because this is disgusting behavior of a family member.

How old is he? Is he a competent adult? His grandmother has no business holding onto his personal documents. He should be responsible for renewing his own PR card. If his grandmother won't cooperate with him, he might want to consider getting the authorities involved.

He has moved out but she is saying that she does not have it because it’s getting renewed?

That is a lie. You do not submit your old PR card if you want renewal.
Worst case will be, that it is now expired, but she shall still have it (unless it was lost or stolen).
When it comes to the application, he can use his own UCI to find out is there is some application running.

It does not matter if you were minor or not, she still did not have to submit your current PR (maybe because people might need them while waiting for the new card).

UCI - unique client identifier. It is a number which you can find on your COPR. With this number they are able to identify you. You are also able to create an account and then use that UCI to find your application and join to your account (then you would see what is the current progress).

go to CIC website. And go through the first steps as if you wanted to get PR. At some point you will get an option to create a GC account. And once you have it you can use it for your applicatios tracking (for example I used it as well to track down my PR card application).

First of all, he can and should get legal counsel. His grandmother can't hold legal documents that belong to him. Like people have mentioned before, you don't submit your PR card even if it's expired, you always keep it with you even after getting the new one. If he can't afford a lawyer let me know and I'll post the resources to free legal counselling services in Winnipeg.

Also, an expired PR card is still useful as a means of ID for official matters like getting a driver's license. It just can't be used to reenter Canada.

A Record of Landing never expires, it is a document that remains valid until the day someone dies (even after getting citizenship it is an important document to keep), so the MPI person was also wrong. Try again at another MPI location, hopefully they will be a bit more helpful.
