did you ask your ECA organization to send a copy of it to OINP or atleast authorize them to make it available to OINP, check with them.
other than that its pretty normal to take up to 60 days for some to go to assessment phase.

Initially i had forgotten to authorize.. but i did so after 10 days.. been a month since then also..

Well, I think it's taking up to 70-75 days between AOR and nomination now.

mine was 18 days in DIP. think it ranges from a week to a month, but well within the 90 day overall time.

i think its just the pdf you get in the cic account stating you accepted the nomination. i dont think they send any other certificate.
