Applied PR for my wife. Waiting for affirmation from Embassy. Is it possible to get visitor visa in the meantime (while she waits for the PR confirmation)?
Is there some best time to apply?

It's pretty difficult to get a TRV in these circumstances. If you want to attempt it, apply some weeks after her file is transferred to the local visa office
