My Spouse is European, but has lived with me in India for the last 9 years.
We are trying to arrange for her police clearance certificate. Since she is foreign citizen, its done through FRRO, but they (i guess its actually MHA issuing the certificate) are only giving a pcc for the period since her last arrival in India on 23.08.2017..
Its quite certain it wont be sufficient for the purpose, so what do we do now?????

i wish... take a look. Dates in the online application were compulsory (ie i could not type in 'all records' or smth)
i put it to be from date of her first arrival in december 2009 to date.. this is the certificate issued... Please do note that pcc for foreigners in India is not quite same as for citizens, so you cant compare the two.

Thanks for the clarification. The PCC given at Indian embassy does not have a date like this..

i guess in the embassy they actually care for the paper to be usable. Notice how this one even lacks the stamp/signature! Its a joke... cruel one at that.

I see no reason to think that IRCC will reject this. It is a statement of current status and reports nothing adverse. UK PCC documents don't have a "from" date at all.

I think having no date may be much better, as it would make one feel like all periods are covered.
If a date is given, it will only cover the from-to dates, meaning that in this case there are 8 whole years that dont have pcc coverage.

Many countries do not issue PCC for the entire stay of a person in that country. And applications, accompanied with valid explanation and proofs (if available), are accepted by IRCC. The good thing is that the PCC is dated for recent stay, so it can be assumed that it covers the prior stay too.

I'd say attach this PCC with a good explanation and go ahead with your application.

Thank you, i really hope this works. Today we were in the frro and had an hour long discussion, they were not ready to listen at all. Mostly they said they cannot give it for earlier terms because i have left India in between for more than 2 months at once.. That sounds like extremely stupid explanation, but that is what i got. They also refused flat out to give a letter in written stating that they cannot issue a pcc with earlier start date. I was ready to scream. They literally 'suggested' me to go out of India and apply in an embassy then...

I pretty much think that IRCC will not blame you and 'reject' your application, because India is not giving away PCC for entire time of stay. It's a problem from the Government's side and not yours. Only if you are unable to get it due to your inability or if there is any pending reasons, then you may have to worry. Plus PCC states that there is no criminal record at the latest date right, then it very well serves the purpose I guess. So don't be discouraged, get suggestions from experts or you can contact IRCC directly and explain them the problem and ask for an alternative, if needed. Cheers!

Show evidence that you've tried to get a PCC that covers the entire duration but could not (e.g. an email to the govt and if they replied saying they can only issue one such as this). That gives CIC the requisite cover to accept this PCC as is. This is not unusual - some countries don't even issue PCCs. In those cases, evidence of best effort is usually sufficient. If a document can't be issued, it can't be issued. But effort showing your attempt to get a proper document is important to attach.
