If you look at the partials from May 4th, you'll see that we had a sharp increase in high points applications in the last few days before this draw. That's too abrupt to indicate a trend, and most likely comes from a batch release of nominations or something like that.

Earlier this year we had frequent cut off increases because an abnormally small number of ITAs were being given out. Since this number normalized to what should be the normal (given IRCC's immigration goals), we constantly have had cut off decreases. So, if anything, we're on a downward trend currently, albeit one soft enough to have occasional ups-and-downs. We still have some way to go before we reach an equilibrium.
Actually ups and downs signalize, that the system has reached the balance or are close to reach it.

Let me correct you again:
1. There is no immigration goal to reach certain numbers of ITA. The only target there, is for the nr of immigrants in each category. Which means that amount of ITA depends on many factors.

2. We do not really know all of them (some more recent statistics were not published but they are available internally for the immigration office). And without a proper knowledge you cannot calculate so called "normal" values very exactly. And the truth is, that from the data we know ITA can oscillate anywhere between 50k and 90k.

3. Saying that you are on a downward trend, without specifying which time period are you commenting, does not give any relevant information.

Actually we are on an upward trend, when compared the data of the last 12 months. And if you would compare similar situation of ITA increase after the system was held on high CRS because of the low ITA (that is to compare first 3 months of 2017 and last 3 months of this year), the indication of a tougher competition is evident.

No one is denying a tougher competition ahead. The next draw is definitely gonna decide our fate (people like me with CRS less than 440). If the cut-of f score comes down to 440-439, well and good, else, we have no ray of hope. This is why I am considering retaking IELTS and have also enrolled myself in a Masters program.

There is one applicant who got ITA today at 441. He/she created the account on November 20th, 2017. I am still wondering why he/she didn't receive ITA after the last draw? The tie-break rule isn't very transparent either. Although they said people who created profiles before December 7 would get ITA, but probably not all of them got ITA...strange thing...That might be the reason why the cut-off score and the tie-break didnt move significantly.
I think his/her profile was submitted on 20th nov. But score got updated after the last draw.

ITAs issued so far: 28000
ITAs to be issued this year: 75000 (more or less)
Draw left: 15 (1 in May and twice in each month for the last 7 months )

That gives us around 3100 ITAS per draw. This to me is not encouraging at all. I dont think the no of ITAs per draw for this year will increase anymore. It will remain in 3500 for few more weeks and then will probably come down to 3250. At the moment around 180-210 profile are entering in the 440+ bracket every day. This is a huge change from last year. considering this amount of high profile entry every day and considering the tactical approach from CIC in terms of making draws I am finding it difficult to figure out how score going to come down.

I know this is a ray of hope and I am hoping for a decrease as well but I cant see it happening. We need back to back draws which is unlikely to happen as CIC figured out how to make draws that will fetch them the most no of potential high skilled immigrants.
