Skilled worker

Hello everyone!,

Well , I need your help please. I am intending to apply as a skilled worker in Quebec, I made the eligibility assessment and found eligible. however I found on the conditions listed that applicant should have a job offer/ work permit which I don't have ( although found eligible when I did my assessment) .
Some people told me it's not mandatory condition, but you still can apply. I am really confused :/
Should I have a work permit/ job offer?

Knowing that my qualifications:
Brother & cousin in Canada ( brother lived for 3 years in Quebec but moved recently to Toronto with his wife)
IElTS (CLB 5 ) , work experience 7 years

As far I know you need to be in Quebec as temporary worker or have valid job offer then you can apply anytime. Otherwise you have to wait for next intake when MIDI will make an announcement.
