Is it possible for one to receive nomination (Paper based) from a particular province and then lands in another province to look for work if there are better opportunities available there?

You should always complete your initial landing in the nomination province, the only exception would be if you have to transit through another province due to flight routing. Even then you would be expected to show your onward travel arrangements to your nomination province to complete your landing
Once you have landed as a PR in your nominated province you can move to any other province to live and work
1. can you use your Confirmation of Permanent Residence to land in Canada?

2. PR card will be automatically be processed and sent to you by mail to the Canadian address which you will give to CBSA when you are doing your landing.

Do note if you are nominated by a particular province and you landed and stay in another province, you can be accused of misrepresentation as you signed a intent to stay and work form given by the province who nominated you for PR.
