Not Eligible for Express Entry

Can someone please be able to help me why my profile has been termed as ineligible to be in the pool at very first attempt of submitting it?

These are my details:

Skilled worker category: NOC 2173 - Software engineers and designers.

I think it's 77.
I am not sure how much to add out of 24 for First Official Language Test, but my individual scores for all four IELTS fall under CLB 9 or higher, so i added 22 for it.

Last Month is test date and on this month 4th results came out.

I have mentioned "40 hours per week" full-time with option "6 or more" years of experience selected in my profile.

I selected interested provinces as BC, Alberta & Ontario, not Quebec.

It did for me too, in the tool, but not after submitting actual profile itself.

Have you entered the ECA details in the education section? There were cases were people had answered a question wrong and the field for entering ECA was not displayed.

I did enter ECA report number from my report for both of my degrees. But i have one doubt about it though, that my actual Reference # is only a number like 1234 as i see it in my WES online account, BUT the report shows few alphabets at the end of it like 1234IMIM. I have typed it with alphabets as is in my report.
Not sure if this makes any difference.

You can't choose Quebec in EE profile as there is no option for that.
